Deadbeat tenant left the property without being evicted but owes over $4500 in back rent. He has no job or anything worth going after. About how much would a judgment cost in Minnesota, and is that how one gets it placed on his credit report? Never had to do this before, but I want this guy penalized somehow.

File a small claims suit against the person. No lawyer required and if you win the filing fees you have to pay will be added to the judgement. In Minnesota it's not called small claims, but conciliation court. Not sure what it will cost to file, but where I live its about $100. A judgment will attach to their credit and earn interest too (4%/yr)
You first need to track him down to find where he is living as you need an address to sue. Small claims court and you sue for rent owed ( check your local small claims court for costs) File, he will get a letter about the court date... if he doesn't go you win even if he does as long as you can prove he owes the money, a CCJ will be given and a date by which he has to pay, if he doesn't pay the CCJ goes on his record
If he moved out legally and so you cannot evict him, then just sue him. However, I find it hard to believe. What's the money he owes you for? Rent that he didn't pay? So, why don't you evict him?
