I had a job interview a few days ago scheduled for 1 pm. I show up at 1245 wait and no one showed up at 1. The person interviewing me didn't show up till 230. Another example, when I was a teenager in my church youth group we would meet somewhere at 7 pm. So I would show up promptly at 655. But people didn't start rolling in till about 730.
Why are people late? Are they just bad at managing time or something?

People are selfish, and have no respect for other people's time. In a business situation, things do sometimes come up unannounced, and certain things (like taking care of customers) of course have priority. An hour and a half of waiting is pretty inexcusable, though, and would put me off from working for that company.
In social situations, nobody wants to be one of the first couple of people to mill around and make smalltalk; they want to arrive when the action is going and everything is lively. It's selfish, and if everybody was on time, then there wouldn't be the awkward lag period of waiting for everyone to arrive.
