Can turning down water heater thermostat save on electricity if it's gas powered?

if it is a gas pilot light no,,turning down the heat dial means less full on burner time & Cu ft of gas used each month,
electric powered igniters use paltry amounts of electricity,you might save a few bucks in a year in that case

IF the gas heater uses electricity for the controls, it will use EXACTLY the same amount regardless of the temperature setting. The heat comes from burning gas, not using electricity.
It may not even save gas, unless it is poorly insulated and loses a lot of heat by means other than using the hot water.
