What does it mean to declare goods versus not declare goods? Thanks!

The EU is not a country. Each country has its own rules. The Netherlands, for example, is extremely strict about what you can and cannot bring in. France does not seem to care at all.

Generally anything in your luggage will be considered your personal possessions. However, if you bring in high value items still in their boxes with receipts you might be forced to explain that they are presents for your host not items for resale :-)

When you declare goods, you are telling the customs/border people that you are bringing something into your country of residence which you acquired while out of that country. Then they can know whether you have to pay duty and taxes on it. Not declaring is not telling them.
