This does, indeed sound very suspicious. There are people who commit fraud to bilk you out of money, so I would do some checking. If you google the address, you may hit on records of who owns the house. Or, you can go to the town hall and look up who the owner is. If it is him, then I think you will be okay. Typically there is not a "down payment" for a rental unit, however first month's rent and a security deposit is customary.
Do what you can to confirm he owns he house.

You need to do more homework. Get his name then check with the tax assessors office to see if he owns the property. Why can't he (or his agent) met in person? If he insists the whole thing can be handled by email, look for another home.

There is no property. Do not send any money.
