NH3 is a gas ... that is ammonia from the view of Chemistry.
IF you buy cleaning 'ammonia' you really get a water solution of ammonia and some of the NH3, as it dissolves reacts with water forming NH4+ ions and OH- ions .. the combination, in chemistry is called ammonium hydroxide. It is a weak base, meaning a very small amount of the dissolved NH3 actually forms the ions.

It's a gaseous, water soluble compound, NH3, which dissolves in water to make a slightly basic solution.
