If they're deep, you can't. Try a buffer & wax.

saddle soap/tuff stuff in a can, with a scrub sponge, the blue or white, NOT green, will scratch the interior.....

It depends on what are the scuff marks.  I would try Murphy's Oil Soap and water.  It won't hurt vinyl or fabric.
