How would I remove this?

I’m trying to remove these screws from my car, but I don’t know what to use or what the name of the screw even is. I’ve tried a wrench and a nut driver, but neither of those worked. I’m wondering if I should use an impact driver?

    Poor picture. Hard to tell. Need to zoom in more. Maybe they take an allen wrench or allen socket that inserts inside the fastener head. That's my guess.
