There's clearly nothing in their written mandates that specifies race. I do know that a sizable percentage of Border Patrol Officers are Hispanic though. They get paid more for being bilingual so this is a popular career choice. Not that "Hispanic" is a race. But if you didn't think ICE and CPB was "racist" under Obama you wouldn't necessarily think it's "racist" now because absolutely nothing in the official laws those agencies follow has changed since 2017.
