In the 60's, all you had to do to shock public opinion was having long hair for a man, short hair for a girl, or wear a mini-skirt, etc. Obviously that was excessive, but nowadays everyone is super blasé and every "rebelious" trend has been overdone, so nothing seems to shock people anymore. All a girl needs to do to be provocative is wear revealing clothing. I always find tight fitting Daisy Duke shorts to be provocative.
If a guy wants to dress provocatively, he will look gay. This includes tight jeans. However a guy can always dress to shock by wearing a skirt or dress.
