As long as you follow the rules many major US banks will allow someone living abroad to open an account. You'd just have to check with the individual banks.

You need two forms of govt-issued photo ID (e.g. your green card, driver's license, etc.), and your Social Security card to prove your SSN, to open any bank account, get a debit card on your checking account, etc.

To get a bank account in the USA, you have to have a drivers license which is your state identification. To get a drivers license, you have to have a social security number, which is your federal identification. So, you have to be legal (green card) and established with both the federal and state. You have to be on the income tax rolls to have a bank account, so that the government can find you and be sure you are paid up. There are no secret accounts, and it is all in the computers.
