Where do national TV networks get the idea for specific feature stories involving ordinary people?

I'm talking about the interviews regarding individual families and medical related stories, for example. Where do they find some family in the middle of America that are not getting proper medical treatment, or any other event involving ordinary people? They don't seem to state on TV networks how they find these people.

It's called "research". 

You'd be surprised at how easy it is to find a family facing some grave crisis or massive injustice, if you want to vamp the ratings.
