Who is in charge of hr at a job?

Like who is the boss of human resources
 And who pics candidates to get hired on a job like Walmart is that like hr or a manager or something?

The human resources manager is. Usually both. HR checks your background and if you can be legally employed, the hiring manager approves your skills and suitability for the job. They both will approve your attitude and general personality.

I've been through the interviewing process before, but I got rejected after the first interview. 
You take an assessment test on line. If they like what they see, then they call you and interview you over the phone. If they like you over the phone, then they invite you to a face to face interview. If they're still interested there's another interview to go through after that. Then they make a descision either via HR or via a manager and HR. 
You can always try to contact a manager from Walmart and ask them.

Big companies, and most medium sized ones, have an HR manager or an HR departmenet headed by an HR manager. Depending on the type of job, HR might do the choosing of who is hired, or might be the manager the person will be working for. At jobs like Walmart, probably HR.
