What is the better processor?

2.3GHz quad-core 10th-generation Intel Core i7 processor, Turbo Boost up to 4.1GHz

or,

2.6GHz 6-core 9th-generation Intel Core i7 processor, Turbo Boost up to 4.5GHz

and why?

The 9th gen is slightly faster, but this takes a lot to explain fully.

You cannot know by anything you show. Quad core i7 in 10th generation are mobile processors.
Model number i7-1068G7 is 2.3GHz base and single core turbo to 4.1Ghz, all cores 3.6GHz CPU cores 4 threads 8

The i7-9750H is 10.6% faster in most applications. Single core performance of the i7-1068G7 is faster for some applications. Its thermal design is only 28 watts vs 45 watts for i7-9750H. The graphics processor of the i7-1068G7 is much stronger than the graphics processor of the i7-9750H. In gaming, we expect a separate graphics card.
In some graphics generating applications, the i7-1068G7 would be faster if no extra card is added.

Also, since the i7-9750H is only 10 to 11% faster, other factors of the laptop could be important such as solid state drive and amount and speed of ram.

I would go with the two point six gigahertz processor. Simply because it has a faster base speed.
