How much water is needed for a Carolina reaper compare to tomatoes?

New garden bed with Anaheim Pepper, tomatoes and Carolina reaper. Everyone is happy and growing... except my Carolina reaper. The plant is not growing much, the leafs are small and not very green, more on the yellow side and some look burned on the side. The weather is perfect and plenty of sun. What am I doing wrong?
