so on ebay i made an offer on a item and decided to cancel it as i entered wrong amount as now im no longer interested in the item. i got a message from ebay saying your offer has been retracted so does this mean that the order is cancelled and does mean my money goes out from my account or does it stay just asking because im new to ebay yet. thnx

Retracted means taken back, like you wanted.

It means exactly what it says. You never paid for the item or it would not have been rectracated.
A best offer auction is one you can make an offer on. Its not valid unless the seller accepts it. If you cancel before the seller accept or rejects, it never was a sale and no money changed hands. Or was supposed to.
On the other hand, you cannot unilatterally cancel and actual sale transaction, only the seller can and only the seller can refund your money. (Or ebay or paypal if you had to file a dispute and wait and all that)
Too many retracted offers can put a hold on your account I believe. Not sure how many in what length of time is considered too many.
