Which is best book a flight to NYC or London in 2021? (If COVID-19 wands down)?

I know this COVID-19 thingy has taken a toll, but I'm thinking about doing a shopping trip sometime in 2021, if COVID-19 wands down. Which city is better to book a flight in 2021? NYC or London? Yes, I'm from the USA. I don't want too much bad news.

NYC is currently requiring visitors from many states to self-quarantine for 14 days. That will only change when the COVID rates go down in other states. I wouldn't buy a ticket now. England is also requiring self-quarantining, and is not happy about US visitors. Wait a few months and see what the situation is.

Depends on your budget, how long you want to go for, if there's anything else other than shopping you want to do.
Also; if Brexit goes badly, that could impact on prices if you're coming from the US (in terms of currency conversion)
