Wrong, sooo wrong. 1.There is no statute of limitations on murder (never heard of "cold case files" before?) 2. No state has voted on defunding, but it will actually only be *restructuring police depts. 3. That doesn't even apply to the penal system, Einstein.

Police don’t sentence people. And this is the US. We’ll ever run out of prisons. I’m sure they’ll find room for him.

He was cop at one point in his life.  Maybe restructuring police forces would keep psychopaths fascinated by violence and cruelty out of policing.
Defunding in this context means less money, not disbanding without replacement.  
No more prisons?  That's a new one.  Who told you that?

No, police will still be used for crimes and violence, but for many drug related problems, injuries, neighbors playing music too loud, etc., social workers, therapists, doctors, and others will be used. Why the hell do the police have to show up if my neighbor is playing their music too loud? Why do we have to pay police to stand with road crews on quiet roads? Why do we have to have police show up, when someone faints? Etc.
