Why are people so devoted to their congressional representatives?

While at the same time US Congressional approval ratings are around 25%? So... three out of every four people think Congress isnt doing a good job but each Senator and Representative has around a 90% chance of being re-elected every six and two years, respectively. 
Why do you think this is?

My best guess? The Congress (both houses) overall have low approval ratings, while individual members are seen by their supporters as trying to do something good, unlike the other side's members. In short: partisanship.
