Are the weeds growing in the wood chips helping to mulch them?

Two years ago we had two large maple trees cut down and they left two round piles of wood chips.This year the piles have become overgrown with thick weeds, some I actually find attractive. Are the weeds actually helping to break down the wood chips or are they growing on the soil underneath?

The wood chips are probably breaking down naturally so the weed seeds sprouted and are using the nutrients in the decaying chips to thrive.
