Generally Frontier or Spirit. It depends on when you want to go and what airport you fly into. Okeechobee doesn't have an airport itself. You can check on a booking site like Kayak.https://www.kayak.com/

I suggest using a website that will search all the airlines. I like Kayak but Orbitz, expedia and many many others will help you as prices can change dramatically depending on what day you are traveling and prices in general change all the time.

Not sure when you're going but a random search in November has many fares for $50 roundtrip on Frontier from Cleveland to Orlando. However, bear in mind that with an airline like Frontier, you'll pay extra for everything like bringing a suitcase in the overhead, checked bags, selecting your seat in advance.
