The picture you posted is of an R/C model of a paramotor, so no.
A full size (human carrying) paramotor is indeed an ultralight under FAA regulations.
@Barry, that is NOT a powered hang glider, it's a (model of a) powered paraglider, also known as a paramotor. Hang gliders do indeed have rigid frames.
Most ultralights are rigid ultralight airplanes, but the ultralight category includes anything that flies and fits the ultralight limits, including airplanes, powered hang gliders, powered parachutes, paramotors, weightshift "trikes", even helicopters and gyrocopters.

No. They have rigid frames and wing. That's a powered hang glider.
