It's the combination for a lock. It means turn counterclockwise (left) 3 times, stopping at the "6"; then turn clockwise (right) 4 times, stopping at the "28"; and finally turn counterclockwise (left) 3 times, stopping at the "86".
Now, you just have to find the lock.
