"cement hands" refers or implies poor ball handling -- losing control of the dribble, double dribble, failure to rebound when you have inside position, letting a pass go through your hands, etc.  Japanese paper folding might use different hand motions [how would I know?  never tried it] and thus offer an excuse for poor play.  the article might be sarcastic in tone ... -- grampa
