Yes, unless it's the Xbox 360 or the old Xbox One version which use the old Minecraft engine (not the new Bedrock one). 
Minecraft is cross-playable between Xbox One/Series, PS4, iOS, Android and Windows.

No . Especially because when you play on Xbox/ps4 the maps you download are offline .
