Can you legally register a car in Florida with a Guam driver's license?

Thinking of moving to Florida.  Have a valid and unexpired Guam driver's license.  Obviously, I won't bring my car from Guam.  But I would need to buy a car right away when I land in Florida.  Because of REAL ID, I wouldn't qualify for a Florida license for probably 4-6 weeks.  I don't want a temporary tag, as I will need to drive out of state.  I don't want to rent.  I want a legally registered car with Florida plates, and I want it registered in my own name several weeks before I will qualify for a Florida license.  Can this be done?

To Stephen:  I am aware of the requirement to obtain a driver's license in the new state I am living in.  That used to be easy.  You could take one trip to the DMV with your current license, fill out a form, pay a fee, trade your current license and DONE!  But now with real ID, you sometimes don't have the documents necessary (to qualify for a driver's license) until long after you move to a new state.  Thus, the problem of needing a car before qualified to apply for a local license...

You do NOT need a drivers license to get a title for a car or to register (buy license plates) for a car.  You need to be a permanent resident of the state to title and/or register a car

Here is what you need to bring to the examiner:

As soon as you have a lease or proof of utility hook up, you're good to go.  The rest of the stuff you should already have.  You cannot register a car here without proof of insurance, which will probably suffice for proof of residency if the insurance policy has your FL address on it.  Welcome to The Sunshine State, home of Florida Man!

You can't drive anywhere, even if you register the car.  To drive in the U.S., you need a license from the place where you live.  When you move to a state, any license you have from anywhere else stops being valid, even if it has not expired, and you have to get a license from the state to which you moved, or stop driving.

Yes.  You can buy a car and get a license.  Temporary tags from any state are good all across the US.  Some state give up to 30 days to apply for a state license after relocating.  You just have to establish residence, by a lease, a deed, on mail with your name and address on it, delivered by the USPS to you.
