Do our neighbors not like us?

My kids and I just moved a few months ago to a new apartment. We've noticed that there is an Asian couple that lives next door. They have not said hello to us. I tried to say hello once and the man didn't really say much. We can't help but to notice that often times when we walk by or come home, they open their door. They never come out to say hi. 

Are they keeping an eye on us? Do they just not like us? Why are these people doing this?

Given current social trends they may be assuming that you don't like them. Bet if you make an effort to be nice they'll follow suit.

May be they do not speak english, some people are just not friendly, so do not speak to them anymore ,no, they are not watching you, why would they?

I noticed the same thing in my unit block when I first moved in. Seven years later, I don't say hello to anyone either. If someone speaks to me, I'll reply, but I stay to myself. Mainly because people are moving in/out all the time - some of them unsavoury and it's best to keep to yourself. It's not personal.
