There are materials that allow electricity to flow through them and materials that resist the flow of electricity? (a) What type of materials act in these ways? (b) Why do they act as they do?

It depends on how many electrons are free to move. In good conductor, there are large no of electrons those are free. These are good conductors. There are practically very few electrons free. These are bad conductors. There are material in between where a sum of electrons are free. These are semiconductors. Mainly the electrons move from places to places and form current.
