I'm a student of both Latin American affairs and philosophy, and it seems there ought to be an overlap here. Latin America is certainly different from Europe in thought patterns and character. But does that constitute a different way of doing philosophy, political, ethical, or otherwise? Would Latin American philosophy have to be done by Latin American people, or can North Americans and Europeans participate as well?

Given that Latin America consists of largely Spanish and Portuguese speakers wouldn't there be overlap with other speakers of those language in Europe, Africa and the Phillipines? The common focus would be colonialism.

Others will participate whether you want them to or not. They will analyze and critique it, if the paper and philosophy is worthy of comments. If it is just regional or nationalistic it will not be worth the paper it is written on.
Philosophy is a unique study, a love for wisdom and applies to all humanity; it seeks to provide national and human standards of morality and examination of life and faith. [Regardless of the specific region or religion].
What you are actually thinking about sounds in political science and culture of Latin America. Certainly, it is not the same as Europe or Asia for that matter. It is distinct. However, how that gives rise to just a regional philosophy is beyond my comprehension.
