I would say Nixon, because even though he did some things done which were positive for The United States. But he also resigned to prevent being removed from Office by impeachment.
For that reason, I would have to say Harry S. Truman was the best President, who was a former Vice-President.

LBJ comes to mind. He's far, far from perfect. But he was effective as president.
