Shadow Government is Obama and Soros. I think the term cane from Alex Jones and Rush.
The Deep State is a network from them, or pretty much the same thing.

It used to be the UN they were spinning their apocalyptic conspiracies around, then when Obama was elected it became more local and they thought that the US government was out to get them.
The term originated in Turkey, I've heard.
