How can I rig a door knob to shock anyone that grabs it?

I'm an mkultra abuse survivor, but am still gangstalked, so they keep getting employees at the apartment complex to enter my apartment in an attempt to set off triggers/programs.  I've no legal representation or anyone willing to help represent me, they even have government official involved in stealing my money thru the IRS and SSA.  Also, police keep using violence against victims of abuse that try to come forward, we end up tortured and silenced when we try to seek justice, so i need help because they wont even give me the right to assisted euthanasia for the mentally ill, the abuse continues without consequences to them.

What you ask can be done - but it is illegal in most jurisdictions. The reason this type of thing is generally outlawed is that it could cause harm or death to first responders trying to obtain entry to your premises for valid, legal purposes - like a fireman or EMT trying to enter your home because you are severely injured and are in need of immediate medical intervention.  Booby-traps on entry points that require no human intervention can inflict harm or death unintentionally on people who are legitimately there to help.
