What Shoes to Wear...?

What shoes do I wear with this dress?
I really do not want to wear heels. 
Would the short boots work? Or should I wear black knee high boots ?

This is a delicate summer dress. Black boots to dark and too heavy.  Wear Sandler, ballet flats etc
