M. Bison(JP)/Balrog(US) was just hired muscle whereas Balrog(JP)/Vega(US) was a contract killer, plus, if you go in rank of the original four bosses in Street Fighter II, Balrog was a later boss, so you could extrapolate that it was assumed he could beat M. Bison.
