Why are the start-up graphics so pixelated?

When you are starting a Windows computer, the windows logo is always kinda pixelated and in what appears to be 256 color. I have always believed this to be that the graphics driver has just not started. Is this true?

Yup. There are a couple different versions of the startup graphic. Some systems show a higher resolution startup screen, but most aren't able to tell if the video card can handle it until windows loads more of the system including the graphics card driver. I think you pretty much answered your own question. I hope this provides a little help making it concrete.
