explain how a kickback works?

Usually a kickback is to a person who is in a decision making position or position of influence when it comes to government contracts.

A company tells them, "If you get us hired or get us the contract, we'll give you x amount of dollars..." or some other thing of value.

The person receiving the kickback then accepts the contract or recommends it for approval to whoever makes the decision.
