It makes the asker take more "responsibility" and "ownership" of his/her question.

Its fair because you can get back your 2 points when you decide to choose a best answer or put your question to vote.

It is a way to get people to think before asking questions like "why is the sky blue" and "what is the meaning of life". It is supposed to help cut down on the amount of stupid questions, and to get people to think before posting a question that will get deleted. But you will get the 2 points back when you select an answer or put it up for a vote.

disincents poor/duplicate questions, i.e. in theory reduces liklihood that a low quality question will be asked. by selecting a best answer to your question you gain two points back, so the process of asking and resolving a question is net neutral.

answering a question is worth two points, while being selected as a best answer is worth ten, so clearly an emphasis here on finding high quality answers to (high quality) questions.

It's a new feature that Yahoo have added to YA. Check it out among others at their development blog.

They want to reduce silly questions. Now people will ask question only when they require an answer. Now you will at least not hear, 'What color is sky?'
