yes. he could still like you but be afraid that it will ruin his relationship. If he smiles jokes and always makes small talk in my mind as a man myself that would be flirting. But people flirt in different ways

I am facing the EXACT same situation...it drives me crazy..this guy I like has a girlfriend and tell me he enjoys my friendship, still, I KNOW he flirts with me...SO not cool!
