A scooter is normally considered to have small diameter wheels and tires, and the engine is located underneath the riders seat, with a flat floor in front for the riders feet and legs.

A motorcycle has larger diameter wheels and tires, and the engine is mounted farther forward, so the rider usually straddles the engine. Also, motorcycles are usually more powerful and faster than scooters.

The basic differences between a scooter and a bike are

    1) The wheel size- typically the wheel size of bike is much larger with either a wire spoke wheel or alloy wheels whereas a scooter has a smaller pressed steel wheels.

    2) In most cases the scooter is gearless, a bike has a manual gear system.

    3) In a scooter the engine is always covered by tehe body work, whereas in a scooter the engine is exposed in most cases.

    4) The scooter is typically targetted towards women while the bike is targetted towars men.

Mostly frame type I think -- bicycle-based frame (pedal) versus a scooter-based frame (kick-push). There are some very big scooters nowadays where this is really the only difference. You might also want to be aware of the difference in suspension where most scooters have a motor that is "unsprung weight", not sure how the big scooters do here.

scooter usually has a small engine and small tires and a smaller frame and goes much slower

a motorcycle has of course much larger engine, tires and frame and goes much faster.

and usually handles much better and better ride quality
