How can I get the benefits for my from the Chicasaw Tribe for my dad.?
My dad is 50% Chicasaw, but the his tribe is limited by the Dawes Act, where they signed away their benefits to be part of white society. We aren't asking the government to give the land back, but he should be eligible for benefits from a Native American Tribe.

This varies from tribe to tribe, but in general, the first thing is you have to be an enrolled tribal member. If your father was never enrolled, you would have a harder time. If your father has not been involved in tribal life, you face a difficult task indeed.
I manage a genealogy library, and we get questions like this all the time. People who have not been involved with a tribe but who have an indian ancstor think this might be the key to unlocking all their problems. Unfortunately, it's not that easy.
On the other hand, if your father is an enrolled member and/or has had life long affiliation, you might have good luck.
I'm providing a link to the Chickasaw tribe. You might consider studying the resources they present and seeing if there is information available through them that would help you with your question.
