Why do TV listings use "N" for new, not "R" for re-run?

In the US, TV listings used to use "R" for re-runs (and nothing for new episodes), but a year or two ago they started using "N" for new and nothing for re-runs? Who decided this? Why?

    I guess people confused it with the rating. Not many watch rated R.. shows

    Actually i live in California and mine is different. When i check the listings, just before the synopsis, is has (new) or (reapeat) in parenthasis just like that.
