Why is it that cloudsseem so large, yet water vapor makes only 4% of the atmosphere?

    The first point you need to realise is that clouds are NOT water vapour. They are liquid water. It wouldn't matter how large clouds were or how many there were they wouldn't have any effect on the amount of water vapur in the atmopshre.
