You can buy it on the internet, http://www.amazon.com/gp/product/0890420254/sr=8-1... or in every specialized library, or even regular library.
It's hard to belive that u can't find it, and i live in an Eastern Europe country and i can purchase it anywhere.

You should be able to purchase it as far as I know. Just keep in mind that the DSM-IV is not the most recent version. It is now the DSM-IV-TR (text revision). The new version should have significant differences.
