I am looking for a software that can take a high resolution video (MPEG-2) and scale it down to 640 x 360 MPEG-2 (no compression) for the output. I would greatly appreciate if someone provides me information
Yes, the playback-downscaling will work, but that won't alter the size of the original video. Secondly, I was looking for a lossless encoder which can simple transcode the original video (without any compression). All I want is something that can scale down the spatial resolution of the original to 640 x 360.

If you change size, you must recompress the video. You can choose a lossless or a high-quality codec to preserve the video quality.
Your only alternative would be to just use a player that scales the video on playback, but it doesn't alter the original file at all.
