    The Oxford Dictionary of Quotations lists "March comes in like a lion, and goes out like a lamb" as a proverb dating from at least as far back as the early 17th century. Most proverbs are anonymous.

    nobody said it ,it is a weather saying if March comes in like a lamb it will go out like a lion.or it will happen the other way around.
