darkphyre0 nearly has it. The "Luck Of The Irish" does mean good luck. People use it when people of Irish descent inexplicably beats the odds.
The origin: the idea that the Irish people have suffered so many misfortunes (the famine, been under harsh english rule for nearly 800 years,their attempt to stamp out their customs and traditions) that it's a miracle whenever something comes out right for them, and it can only be explained by being blessed with an inherited form of good luck.

The luck of the irish actually denotes bad luck. During the famine years, the irish peoples situation went from bad to worse, henceforth a worsening of luck is known as the luck of the irish.

If I had the 'Luck' I'd pay all may bills and my family's, be set for life, and sponser a lot of kids on TV in foreign counties.
