No one speaks "proper english", to the people that say England think of all the dialects there, which one is proper.

Every place, and no place. Languages are organic - they adopt this or that craze for a decade or two and slowly evolve in ways not readily apparent to the casual observer. It's hard to know which, if any, of the existing English accents would be recognized by Elizabeth I or Shakespeare. (Don't laugh, but it may be that American English would be closer to their liking.)
Or, if you want a dramatic example of how "proper" can be relative, listen to the Queen's own speeches circa her coronation and compare them to her current renderings.
To say that estuary English or its derivatives are the "proper" form is "quite trendy," but insubstantial.
It also happens in other languages and, predictably, the residents of the "mother country" come out jousting indignantly against the "affront" from the colonies/ghettoes/north/south/working-classes/etc.

English has and will continue to be modified in different countries where it's spoken, so it would be more proper to call it American English, Canadian English, Australia English etc. There is no longer one proper English.
The English in England even has different spelling for a lot of words than American English.

CAMBRIDGE university? They're all bog-trotters. Oxford, evidenty, has a far superior usage and pronunication.
Seriously - English (as spoken anywhere in the world) is probably the most dynamic and flexible language in the world. It's impossible to define a "correct" usage, it's changing from day to day - that's what makes it such a powerful tool.

The place where those who decide what is "proper" and what is "improper" live.
You'd better not pay attention to what is proper. Go for what is clear, elegant, nice, and best expresses your thoughts and feelings. Grammars are a guide, not a law. You're not expected to follow it to the letter. Or rather, you are... by those who are waiting for you to make a mistake, so they can dismiss your whole speech, instead of listening to you, and answering to what you said.
