you need a tv capture card and a cable tv connection, most laptop does not have the tv capture card, so unless you have a dvi socket on your laptop and use a newer digital video player as the interface, there is a slim change that you can watch tv on it.

to watch tv on mce you need to connect tv cable to your graphic card. it should have a jack for coaxial cable on the back or an s-video input. after then you need to start media center application which is usually in start -> all programs or start -> all programs -> accesories click on it and select my tv on media center. if everything is allright it should work.
