The stampede is not during Ramadan which is the Muslim Holy month where all muslims fast during the day and feast at night. The stampedes occur during Haaj, which is in Mecca and is where all Muslims are required to make a pilgimage at least once in their lifetime if they are able. During the pilgrimage all the pilgrims are required to visit Mount Arafat outide of Mecca. It is a small mountain which symbolizes judgement day when all must stand in judgement before God. There is a ritual in which small pebbles are thrown at pillars which represent the devil, this ritual stoning of the devil marks the end of Haaj then they return across 1 of 3 bridges and the pilgrims then are released from their pure state and can return to their homes, since some 2 million people perform Haaj at a time they are usually in a hurry to leave and get back to their accomodations. It is unfortunate (and the Saudi government makes every attempt to control the traffic) but sometimes these people begin to run for some reason and someone falls.

all stampede is cause by too a small place crowded by too many people, communication and direction of human traffic is poorly done. People get exhausted and failed to act reasonable is also a factor in the above circumstances.

It's not Ramadan - it's Ramada. It's the rush to book rooms at special discount rates during the Hadj.
