Is it legal in Hawaii to dump raw sewage into a canal or into the ocean?

Our recent news in Hawaii, state officials dumped 16 million raw sewage into the Ala Wai Canal this week. Isn't this against the law in Hawaii, should there be a fine against the State of Hawaii?

    It is not legal in any of the states of the U S but that does not mean a thing. The key is enforcement and there is very little.

    With Bush in the white house there is no outrage or defiling of the environment that is illegal.
